Building & Maintaining Commitment

Ongoing political commitment and national direction is a key component of a country’s effectiveness against the threat of avian influenza and other emerging infectious diseases. It recognises the need for governments and other stakeholders to commit in an ongoing manner for disease prevention and response capacity building activities to be effective in the longer term.

    This project, funded by the United Kingdom Department of Trade and Industry (now the Department of Innovation, Universities and Skills), devised a simple but novel methodology for identifying possible future trends in infectious diseases in animals and humans in China, that would potentially lead to increases in rates of healthcare-associated infections, drug-resistant organisms, sexually transmitted infections and zoonoses, as well as other novel infections and variants of previously identified infections.

    This case study summarises the set up and piloting of a national ‘166’ hotline fully operational in Laos since February 2008, which serves as a fast and convenient way for the public to obtain answers to questions and concerns regarding avian influenza, and to report suspected outbreaks. The project has been funded by the United States Centers for Disease Control and Prevention, and co-managed by CARE International and the National Emerging Infectious Diseases Coordination Office.

    This case study, prepared specifically for the AI Toolkit, examines the development of veterinary legislation in Lao for animal disease control. Information for the preparation of the case study was gained principally from the Food and Agriculture Organisation and is gratefully acknowledged.

    This guide responds to the need for countries to measure progress in their efforts to reduce the risk of the emergence of an influenza pandemic. The overarching objective of the guide is to encourage the use of ‘monitoring and evaluation’ to support effective and evidence-based national High Pathogenic Avian Influenza programs.

    This progress report details the activities of the Asian Development Bank (ADB) at the regional level. The activities fit within a framework discussed at a high-level global meeting in Beijing in January 2006, where the international community pledged the initial $1.9 billion for the fight against AI. ADB’s commitment complements activities of other partners, including the World Bank, at the country level. ADB took the initiative at the regional level with a $42.2 million Regional Grant Project approved in March 2006 covering all of ADB’s developing member countries (DMC) and implemented in collaboration with the Association of Southeast Asian Nations (ASEAN) Secretariat, the United Nations Food and Agriculture Organization (FAO) and the World Health Organization (WHO).
